Is it illegal to use a car rental contract id?

Hi. I am going on a trip and I need to find a cheap car rental. I see all these sites giving out company contract id’s for use with a car rental reservation. I don’t just want to you use one and it be illegal to do so. What can happen if I do use such a contract code that I am not even associated with? Can someone educated on the subject give me advice. Thanks!

If you claim, for example, that you get the AARP discount, when you go to pick up the car they will ask to see your AARP card and if you don’ have it, you don’t get that rate. You can do better on your own as those discounts are not as great as you can get without them.
