Can a car rental company allow their vehicle to be driven without liability?

I rented a car and got into a car accident. I come to find out that I only had something called drivers waiver, and the rental car is only covered. I had filled out paper work at the time of renting stating I did not have any kind of insurance and was then given price options for their insurance and had chosen the least amount.

Unlike regular humans, car rental companies have so much money that they can show that they would be able to pay any claims filed against them out-of-pocket and do not need to carry insurance (to do this, you need to post a bond of at least $50,000). Even if they do carry insurance, if you did not pay for the more expensive insurance that they offer to you, then they have the option to collect from you instead of from their insurance.
